The gconf setting that drives this is apparently in /etc/gconf/schemas/desktop_gnome_background.schemas
Edit that to change the value for /desktop/gnome/background/picture_filename to the filename path of the desired screen lock wallpaper image (e.g. /usr/share/pixmaps/backgrounds/gnome/custom.jpg). You may need to log out so that gnome re-reads that file.

On the Gnome Appareance window, Background tab, just click on «Make default», it will be used for the lock screen
I have to try this, i think it only works if you have gdm>=2.28.
